Department of Housing & Community Development (DHCD)

Maryland offers a number of programs to preserve homeownership and expand affordable housing opportunities through the Maryland Department of Housing and Community Development.

Maryland Mortgage Program

The CDA Maryland Mortgage Program provides low-interest mortgage loans to eligible homebuyers with low-to-moderate income households through private lending institutions throughout the state. The program is targeted primarily to first-time homebuyers except for specific, targeted areas.

Maryland Housing Rehabilitation Program

These related programs help to preserve and improve single family properties and one-to-four unit rental properties and bring them up to applicable codes and standards. Loans are used to correct exterior and interior deficiencies; make handicapped modifications; correct health and safety violations; improve weatherization and energy conservation; and correct lead-based paint violations.

Affordable and Accessible Housing Registry

The purpose of the Affordable / Accessible Housing Registry is to assist in the identification of community-based housing in Maryland that is affordable and/or accessible. The inclusion of a property in the Affordable / Accessible Housing Registry is solely based on its classification as providing affordable and/or accessible housing opportunities.

Office of Home Energy Programs (OHEP)

OHEP helps low-income Maryland citizens pay their heating bills, minimize heating crises, and make energy costs more affordable. A comprehensive energy package, which includes the MARYLAND ENERGY ASSISTANCE PROGRAM & THE ELECTRIC UNIVERSAL SERVICE PROGRAM, has links to the community and the customer. These programs promote energy conservation, customer financial responsibility and energy independence.

Maryland Department of Disabilities (MDOD)

MDOD has compiled a comprehensive of resources for affordable/accessible housing for persons with disabilities in Maryland that may benefit Veteran’s with disabilities including the Homeownership for Individuals with Disabilities Program operated by DHCD.

Office of Transitional Services (OTS)

OTS provides operates a number of Homeless and Homeownership Programs as well Food Assistance Programs through collaborative partnerships with Federal and State programs, local governments, Departments of Social Services, and community-based organizations.

Maryland Center for Veterans Education and Training (MCVET)

MCVET is a nonprofit 501(c)(3) Corporation designed to provide homeless veterans and other veterans in need with comprehensive services that will enable them to rejoin their communities as productive citizens. Services provide include but are not limited to a Day Drop-In Facility, Emergency Housing, Transitional Housing, and a Single Room Occupancy Program.

Homelessness Prevention Program

The Homelessness Prevention Program (HPP) funds provide limited grants or loans to households with a pending eviction, and in some jurisdictions, support counselors who work with tenants and landlords to prevent evictions. By providing short-term mediation or linkage to resources, the program helps families and individuals who are at risk for eviction to stay in their housing. Some jurisdictions have used HPP funds for innovative programs such as rent banks and revolving loans. Households are provided early intervention services to avoid a possible eviction.

Eligibility:

  • You must be living in rental housing and be able to verify a pending eviction.
  • You must be able to tell why you cannot afford to pay your rent. You may be asked to provide receipts and other statements to verify your need for assistance.
  • You must be willing to work with the case manager assigned to assist you by completing all forms and providing any information requested.
